The perk of Commando Level 1 allows its player to be effectively invisible which shields them from hostiles. However, as one of the Reddit points out, that it is basically redundant as there are only a few places in the game to use this perk.
Following this post, many comments that some of them had no idea the game even had underwater areas. This further highlighted how little of the world this perk would apply.
While some commented that a small quest will necessitate the use of this perk, but many claimed to be in with no interaction with underwater mechanics even after several hours.

TheHeroicOnion, a Redditor, commented that the underwater side-quest was amazing, however, as there is no combat this perk is still useless.
Some users have speculations that the perk was just another change made in development as they possibly plan more water areas.
But, with the given difficulties the company faced during the development of Cyberpunk 2077, there is also a possibility that underwater areas were canceled to focus on other content.
Fruhmann, a Redditor, said, “The commando perk being left in while most water sequences were removed speaks to the level of testing, attention, and thoughtfulness this game was deprived of.”
While it is said that the developers may have just run out of time, but others speculate this could be put to good use in the future.
CDPR has already confirmed to cut by the wall-running mechanic. But, there is also speculation that the entire functional railway system was also cut from the game.
The game has also suffered from crashes, bugs, and disastrous reduction post-release in console-quality. This even left the company in a class-action lawsuit.
